In collaboration with Microsoft, the Ministry of Economy was able to work on the goal of worker placement through Sine, with the purpose of improving profiling and creating a more assertive algorithm for worker placement. With Azure support and a Dynamics 365-centric solution, the federal government agency also strengthened its process with the Worker School 4.0, an initiative made in collaboration with Microsoft to promote professional qualification and insertion.
In 2019, the Ministry of Economy, an agency linked to the federal government, set a goal: to increase the placement rate of the National Employment System (Sine, in Portuguese) – a platform aimed at the insertion of workers into the labor market. Sine was under the Ministry of Economy until 2021, when the Ministry of Labor was re-established, and the system was relocated.
Sine's employee database serves approximately 20 million people every year who register their data and can go through labor qualification and even hiring processes.
"We had the challenge of creating a profiling algorithm for those we serve, a mechanism with the application of statistical techniques, and we sought to identify workers who are at greater risk in the labor market, greater difficulty," explains Amilton Lobo Mendes Junior, Foreign Trade analyst and general coordinator of Special Projects linked directly to the secretary at the Ministry of Labor.
In addition, Sine sought to create another algorithm, which considered workers' curricular information, previous selection processes, interest and other factors that would help provide more accuracy when positioning these people for an interview.
Dynamics 365 Customer Insights powering development
To optimize the placement of workers in the labor market, the Ministry of Economy sought to better profile its users to more effectively match them with companies, gathering information dating back to 2000, as well as anticipating insights.
Dynamics 365 Customer Insights was chosen as the customer data platform, with customized experiences and features that provide unified information about their customers from different sources, through Data Source – connection configuration to a database on a server.
"The advantage of Dynamics 365 is delivery speed, which greatly reduces specification time because it has ready-made module for almost everything and which is also integrable and customizable. The big advantage is the speed of development," says Amilton.
The solution is supported by Microsoft Azure, with Azure Machine Learning, a tool that enables data scientists and engineers to train and deploy models and manage machine learning operations. Azure Databricks also integrates the solution, both for testing and preparing algorithms and passing them on to the company. Finally, Power BI is the tool used to display the information.
A digital learning process
Amilton positively evaluates the follow-up of Microsoft support teams. "The team that started the project in 2019 had daily meetings. The technicians Microsoft selected were very willing, we had a learning that could have formally lasted for months, and we have absorbed it in a short time," he says.
To implement the so-called matching call system, the Ministry carried out an experiment in selected cities, where it achieved a success rate of more than 70% in some cases. "The idea is to expand the algorithm to work in a larger number of cities and with other occupations," explains Amilton. In the case of the profiling algorithm, the ideal result has not yet been reached, but the experience so far has generated a lot of learning. "We intend to put the algorithms inside the portal in the next phase, but we need to make some adjustments," he adds.
The Worker’s School 4.0, the Ministry of Economy initiative conducted with Microsoft to promote digital skills qualification, thus increasing the chances of better placement in the labor market, was another addition to the partnership. The Ministry has provided courses created specifically for the Worker’s School 4.0, based on Microsoft Learn platform content and covering everything from digital literacy to Artificial Intelligence, including Office 365 and software programming. There are more than 22 free courses available to the Brazilian population.
Amilton assesses that there is still no way to list gains in terms of public policy, but the process gave visibility to a series of courses and increased the Ministry's knowledge.
Technology empowering public power
Marcelo de Sousa, Sine General Coordinator, assesses that technology has allowed Sine to take an important step to improve such a crucial public policy. "Microsoft technology allows SINE to modernize its professional guidance routines and placement of workers into the job market. The transformation of the intermediation of labor into digital services also presented us with the challenge of having a technological structure capable of supporting the digitization of our services," he states.
It also adds to the potential that the union between the Ministry and Microsoft has in terms of public policies.
"The partnership with Microsoft is a concrete example of how the public sector and the private sector can come together to deliver enhanced, modern public policies that can respond to Sine's daily challenges and deliver better quality public service," he concludes.
As of September 1, 2023, Dynamics 365 Marketing and Dynamics 365 Customer Insights will become a single product called Dynamics 365 Customer Insights.
